He is the administrator of the Galesburg Enterprise Zone Program, oversees the City's Revolving Loan Program, is responsible for implementation of three tax increment financing districts, and coordinates all economic development projects with City departments. Roy is also experienced in urban planning and business park development. He graduated from the University of Illinois at Urabana-Champaign with a Bachelor's Degree in Urban Planning. He is a member of the American Planning Association, Building Officials and Code Administrators International, the Illinois Tax Increment Association, and the Illinois Enterprise Zone Association. |

City of Galesburg's Enterprise Zone - GREDA acts as the marketing agent and first point-of-contact for this incentive package which consists of property tax abatement, credit enhancements, investment tax credits, and sales tax credits among other benefits.
The City of Galesburg is involved in the administration of a number of economic development programs governed by an "economic development incentive policy" established by the City Council.
Certified over 20 years ago, on July 1984, Galesburg's Enterprise Zone has an emphasis on commercial and industrial development and diversification. Enterprise Zone benefits are available for new businesses desiring to expand their operations. Not-for-profit organizations and residential developments are not eligible for zone benefits.
The Illinois Enterprise Zone Program offers numerous state incentives to encourage companies to locate or expand in enterprise zones.
